Is there any way to disable voting of specific variables on a server? I would like to keep people from changing the game type (g_gametype) from DM to CTF, and maybe limit their ability to change the time and frag limits... I doubt it, but is it possible?

To dissallow voting of specific kinds of map changes and such you'll need a mod. One that does this quite nicely is osp and can be found at: http://www.orangesmoothie.org/beta.html .

Another option.
The GMHook has voting just for maps and other options. It is a server side only mod. That makes it handy, because the client doesn't have to download anything.
It is being recompiled for 1.27 patch and will have a couple of changes made. One of those is to be able to turn the hook itself off and just use the other admin features.
