Maps don't dl to client after upgrade to 1.27g

Help!!!

Was running a dedicated 1.25 server for small 5-8 people lan parties and upgraded it to 1.27g. Now when it rolls over to a custom map the clients get to the dl screen but instead of starting the dl it quits back to the main menu. Almost like the server is set to not allow downloads. Is there a line I need to add to the config file to re-enable client downloads??

First all the clients have to have allow downloading set to on & the servers config should have this command in it.

seta sv_allowdownload 0
0 = off
1 = on
