somebody can HELP ME? Server question

Hi guys, at firs sorry by my english. I´m from Argentina and my lenguage is spanish.
I have some dudes about configure a server:
1-How do for my server support the the grapped?(i dont sure if is the right word)Ej. /bind f +button5. Is a shoot with the ligthing gun and with this shoot can fly.
2-Can i kick somebody without called a vote?
If exist some file or article for configure servers pls tell me

1. You can only enable the grapple through a mod.

2. You can kick people using /rcon kick "playername"
