Im a complete newbie in making servers, but i followed all of the derections the server guide here says to. I'm at the part where i created the short-cut and made the command line. I copied the same commands the guide had, but now i will open my quake3 and my blue background consle will say this.

It looks like you don't have your server.cfg setup right. Post your server's cfg and your command line. Shouldn't be a problem to sort this out. :)

Make sure you have file "ffa.cfg" in your baseq3 folder. Sounds like you just about have it. If you typed map q3dm17 it should start up the server, and let you connect.
wait should i have my ffa.cfg in my baseQ folder of my pak0 file? well anyway here is whta it says.

It looks like all you need to do is put your ffa.cfg file into your baseq3 folder (do not put it into any pak file).
Your command line looks ok to me but I was wondering why you are using port 27970 instead of 27960?
Also, here are a few master addresses:

And, unless you have a huge upload you might want to lower your maxrate to about half of what you have set. Otherwise, your players will 999 timeout.

I'm still havong trouble with this. I changed my thing to 29760 and my ffa.cfg file was put into my baseQ3 folder and deleted from Pak0 file.Now i will open up my Quake 3 shortcut and whats shown below will come up with the blue backround screen, I also notiched it is diffrent than what it used to be. But I still wont be able to play quake or look at my server. What should I do from this point

Well, now that you altered yoru pak0.pk3 file, I'd suggest, pulling out the cd, and re-copy it to your baseq3 folder on the hard drive.
Dedicated servers will just be a blue background, console only.

Do what Benster says and replace your pak files and try agian. Your command line looks ok to me. Once you get your server running, add +set net_port 27660 to the shortcut of the client game in order for you to join it and for your in-game browser to work. The reason you do this is so the server and client don't try to communicate with the same port, they will get confused.

The server.cfg files goes in yoru baseq3 folder.
THen edit your shortcut and use
....quake3.exe +set dedicated 2 +set net_port 27960 +exec server.cfg
